Xiaoyao Tower was first built in the fourth year of Wude in the Tang Dynasty (621 AD). At that time, Li Jing, the general manager of Guizhou, built the "Zicheng" with Duxiu Peak as the center. Xiaoyao Tower is located on the city wall of Zicheng, becoming a high point in the eastern part of Guilin. This building is a 2-story 3-eave pavilion style landscape architecture, with a height of about 24 meters, a length and width of about 22 meters, and a building area of about 630 square meters. Since the Tang and Song dynasties, Xiaoyao Tower has always been an excellent place for literati and scholars to climb the tower to enjoy the scenery, write poems and paintings, and entertain and bid farewell. There is a stone tablet of "Xiaoyao Tower" written by Yan Zhenqing upstairs, hence its name.

Xiaoyao Tower was destroyed multiple times during the Tang, Song, Yuan, Ming, and Qing dynasties, and was later rebuilt, ultimately becoming ruins during the Anti Japanese War. In January 2015, relevant departments in Guilin began rebuilding Xiaoyao Building at the end of Jiefang Bridge on Binjiang Road.
